Who will intervene? Agents of intervention in UN helmets ultimately go back to the security council

Can't evade the security council because they approve peacekeeping or enforcement. Also, SC happen to be the countries with the means to intervene.

Means of the powerful + desperation of the weak = maintenance of status quo.

Reasons for intervention:
Genocide
War crimes
Ethnic cleansing
Crimes against humanity (vs crimes that shock to consciousness of humanity)

R2P should come from Security Council
